This playbook functions as a flight manual for AI systems. It outlines the critical steps for managing high-risk AI, from risk classification to incident response.

The AI Control Tower Framework

1. Risk Classification

Determine if the system is High, Medium, or Low risk based on its impact on people's lives, opportunities, and sensitive data.

2. Pre-Deployment Checks

A strict Go/No-Go decision gate. Requires approved Impact Assessments, ORAI reviews for sensitive use, and satisfaction of Responsible Release Criteria.

3. Human Oversight

Humans must retain control. AI cannot be the final authority in high-risk scenarios. Mechanisms for override and interruption must be in place.

4. Continuous Monitoring

Sensors for the system. Monitor for bias, concept drift, hallucinations, and performance degradation using logs and feedback.

5. Incident Response

Safety First. Immediate escalation to ORAI/reviewers. Executing rollback plans and disabling features takes precedence over technical fixes (retraining).
